The following critical success factors and strategic goals will guide the Oklahoma State University System in moving toward realization of its vision for the future of higher education in Oklahoma and beyond.
Oklahoma State University campuses have, as a primary mission, teaching the next generation of leaders the most up-to-date knowledge in appropriate degree offerings through the doctorate. Each has a specific and unique curricular charge in meeting the breadth of the Oklahoma State University System's offerings. Each of the campuses and sites house some of the current generation's finest minds -- faculty and staff dedicated to advancing the boundaries of knowledge through research and creative activities. Each of the campuses is charged with serving the citizens of Oklahoma by forming partnerships and sharing its expertise with agricultural producers, communities, businesses, government agencies, and the professions. To promote excellence, we will continue to build on areas of strength and pursue areas of potential need. Academic quality will be sustained and enhanced by a vigorous program of continuous improvement in the core activities of teaching, research, and outreach. All programs will be accountable for rigorous self-evaluation and demonstrating, sustaining, and building excellence in teaching and active learning that integrates current scholarship and research. Programs will equip students for productive and satisfying lives in a global society. Continued growth in research will support the development of new knowledge and expand opportunities for faculty and students and for the public Oklahoma State University serves. Multi-disciplinary and other innovative approaches in teaching and learning will be encouraged to capture more fully the complexities of the world. International perspectives and experiences will be emphasized to prepare students better for employment in the international marketplace, to provide leadership on global issues, and to open world markets to the Oklahoma economy. Goal Two: Make a high quality, affordable higher education experience available to all qualified citizens who wish to further their education and training. The Oklahoma State University System is a creation of the state and was designed to prepare educated problem-solvers to lead the state?s development. This fundamental mission, born out of the land grant heritage of service, remains today. Oklahoma State University?s aspiration to be among the best public universities in the country resonates with this historical mandate. The diverse population of Oklahoma should have access to the best public education in America without having to leave the state. Oklahoma State University must also reach out even more to help solve the most difficult social problems, including those related to public education, crime, and the environment, and must honor its heritage of enhancing the economic development of all the regions of the state. Oklahoma State University, as it aspires to national prominence, must first stay committed to Oklahoma. Goal Three: Deliver higher education services in a manner that is efficient, coordinated, and highly accessible. The Oklahoma State University System must effectively administer and allocate the resources available so that each constituent campus has the ability to achieve its role, scope, and mission. Oversight must be provided, with the approval and leadership of the OSU/A&M Board of Regents, on policies, rules, and regulations pertaining to the usage of financial and human resources by the individual institutions. The System must be cognizant of the ongoing demands of higher education and be equipped to respond appropriately. Peer institution analysis and the standards set by accrediting agencies should be an integral part of the decision-making process. A System Integration Council will be formed to ensure that issues related to efficiencies, effectiveness, and coordination of services and programs are addressed on an ongoing basis reinforcing the concept of ?one university/multiple campuses.? The Council will be charged with: establishing open communication structures that facilitate the growth and development of the best ideas across units and areas, and among institutions; ensuring broad-based decision-making, based on data and information with a continuous focus on quality and improvement; and ensuring the most efficient, effective, and technologically sound business and service best practices. Improve the support for and understanding of the Oklahoma State University System as a leading contributor to the State?s economic success and social and political well-being. The Oklahoma State University System must be responsive to market, employment, and economic development needs of the state and the nation. We will develop the Oklahoma Land Grant Triangle concept as a rural/urban technology enterprise region that will strengthen economic development in Oklahoma. This concept will position Oklahoma State University as the center of scholarship and research meeting the needs of the people of Oklahoma and beyond. The Oklahoma State University campuses must encourage and stimulate the development of new curricular programs that promote economic and social development. The choice of curriculum must be based on a thorough community-based needs assessment involving input from the faculty and using the appropriate administrative structure to assess the appropriateness of the programs. Oklahoma State University cannot achieve its mission alone. It must maximize cooperation with the Office of the Governor, the State Legislature, the Oklahoma State Regents for Higher Education, the OSU A&M/Board of Regents and other agencies and boards. In addition, it must maximize the effectiveness of the OSU Alumni Association and the OSU Foundation. Public and private sector support must be expanded through interaction and involvement with: alumni; elected officials; civic, business, community and educational leaders; and the general public. Oklahoma State University must be a dynamic force for building up local and regional economies. We will develop new and collaborate with existing programs and organizations that promote entrepreneurism and job creation for the citizens of Oklahoma. | |
